Benefit: When you attune to this item, you create a 30 ft radius spread originating from you, which moves with you and lasts until you un-attune from this item. The first time in an [Encounter] that any opponent begins their turn or enters a square in this spread, it takes a -3 penalty to AC, attack rolls, and saving throws for the rest of the [Encounter]. A successful Will save (DC 10 + 1/2 your level + your Charisma modifier) negates the effect.
